1. What is the Non Resident Indians' (Keralites) Commission / NRI(K) (Non Resident Indians' (Keralites) Commission)?

The Non Resident Indians' (Keralites) Commission is constituted under the Non Resident Indians' (Keralites) Commission Act of 2015 to look after the welfare and interests of expatriate Keralites and their family member. It has quasi-judicial powers to inquire into matters, recommend actions, and resolve disputes involving NRI(K)s (Non-Resident Keralites).

2. What are the primary responsibilities/functions of the Non Resident Indians' (Keralites) Commission?

  • Receiving and hearing complaints from NRI(K)s, and recommending redressal actions

3. Who is eligible to approach the Non Resident Indians' (Keralites) Commission?

Any person of Keralite origin who is residing abroad may lodge complaints or seek assistance through the Commission.

4. What is the Online Complaint Management System (OCMS) in the Non Resident Indians' (Keralites) Commission

You can use the Complaint Management System (as indicated on the site) to lodge your complaint.
The complaint should include necessary documents, supporting evidence, and relevant details. (Check the “Complaint Management System” section on the website for the procedure.)

  • Submit Complaints Online: NRI(K)s can register complaints directly through the online portal.
  • Upload Supporting Documents: Users can attach relevant documents, proofs, or affidavits to strengthen their complaint.
  • Track Complaint Status: Complainants can monitor the progress of their complaints in real-time and receive updates about actions taken by the Commission.

5. How can an NRI(K) file a complaint with the Commission?

You can use the Complaint Management System (as indicated on the site) to lodge your complaint.

The complaint should include necessary documents, supporting evidence, and relevant details. (Check the “Complaint Management System” section on the website for the procedure.)

  • Step 1: Click Register on the OCMS portal and provide the required basic details to create a new account. Registered users can sign in using their mobile number and password.
  • Step 2: Fill out the application form with your details and upload the necessary supporting documents.
  • Step 3: After completing the form, click Submit and Preview to review your application. Once you have confirmed that all information is correct, click Final Submit to complete your application.
  • Step 4: Applicants can track the status of their complaints through the dashboard.

6. What is the process after a complaint is lodged?

  • The complaint is preliminarily assessed for admissibility.
  • The Commission may summon parties or witnesses, examine documents, require public records, or call for affidavits.
  • The Commission issues a recommendation or decision (non-binding or binding as per the law) after due inquiry.
  • It may intervene on its own motion in matters involving NRI(K)s.


7. Are there any fees for filing a complaint?

There is no fee for filing a complaint before the NRI(K) commission.

8. Can NRI(K)s get assistance regarding issues such as property disputes, investments, recruitment, or job contracts?

The commission was constituted for protecting the intrest and welfare of NRKI(K)s and their family members, including their assets and investments. It covers all disuputes in the nature of Visa cheating, property disputes and even matrimonial issues.

9. Who are the key officials/members?

The Commission consists of the following Members nominated by the Government namely:-  A Chairperson, who is or has been a Judge of the High Court of Kerala  and 2 Members from Non Resident Indians (Keralites) who were abroad for not less than 5 years and 2 Members from Non Resident Indians (Keralites) who returned after being abroad for 5 or more years and a Secretary who shall be an Officer not below the rank of a Joint Secretary to Government or a retired Officer of equivalent rank from All India Service.

10. What is the tenure of the Commission members?
The tenure of the Commission shall be 3 years. Except the Secretary appointed from service every member shall hold office for a period of 3 years from the date of assumption of charge .
